Colombo, May 09 (Daily Mirror) – Plans have been made to establish the Public Impact Champions Network (PIC-Net) with the aim of driving institutional-level digital transformation across the public sector,  as a key component of the Government’s Digital Economy Strategy.

The initiative seeks to enhance the efficiency of the public sector while delivering higher quality services to the public, President’s Media Division (PMD)said.”In this regard, Secretary to the President Dr Nandika Sanath Kumanayake has informed all Ministry Secretaries, Provincial Chief Secretaries, Directors-General of Departments, Commissioners-General and Chairpersons of State Corporations, Statutory Boards and Government owned Companies through a Circular,” the PMD said.

It said under the PIC-Net program, each selected public institution will appoint a team of four officers from among its staff to collectively serve as champions responsible for promoting service excellence in the digital era. The teams will collectively be tasked with improving technological adoption, service delivery experience, process efficiency and institutional transformation in an integrated and well-coordinated manner, the PMD added.

“These champions will serve as the driving force behind the digital transformation initiatives implemented within their respective institutions. Through this program a national network comprising approximately 400 digital transformation champions across the public sector will be established.The selected officers will receive structured training aimed at developing practical expertise in areas such as digital transformation, service redesign, process improvement and management of changes.

The program will also include practical workshops and expert guidance. The champions are expected to continue functioning as institutional focal points for digital transformation beyond the duration of the program while actively supporting the sharing of knowledge and experience both within and among institutions to ensure continuous development. The Presidential Secretariat, the Ministry of Digital Economy and GovTech Sri Lanka will jointly provide the necessary guidance and coordination support throughout the implementation of the program

With the support of the Asian Development Bank, management consultants have been

appointed for the programme and will also assist in the selection process of nominees proposed by heads of institutions,” the PMD said.
