Data Protection Authority comes into operation
Sri Lanka’s new Data Protection Authority has come into operation following a gazette issued by President Ranil Wickremesinghe in his capacity as Minister of Technology.
A gazette notification dated July 19 said that provisions of part V of the Personal data Protection act, No. 9 of 2022 comes into operation from July 17 onwards.
“By virtue of the powers vested in me by Subsection (5) of Section 1 of the Personal data Protection act, No. 9 of 2022, read with paragraph (3) of article 44 of the Constitution of the democratic Socialist republic of Sri Lanka, I, Minister of Technology, Ranil Wickremesinghe, do by this Order, appoint July 17, 2023 as the date on which the provisions of Part V of the aforesaid act shall come into operation,” the gazette signed by President Wickremesinghe said.
Part V of the act deals with the establishment of a Data Protection Authority, first proposed in November 2022.
Section (1) of Part V reads: “There shall be established an authority which shall be called the Data Protection Authority of Sri Lanka for the purposes of this Act.
Section (2) reads: “The Authority shall, by the name assigned to it by subsection (1), be a body corporate and shall have perpetual succession and a common seal and may sue and be sued in such name.”
Wickremesinghe told parliament in November that the government would take steps to set up the Data Protection Authority in 2023 and the body would be independent and engaged with the Central Bank of Sri Lanka, Securities and Exchange Commission, Telecommunications Regulatory Commission (TRCSL) and all relevant sectoral regulators to ensure a proper governance of personal data.

The bill was passed without a vote after a raft of amendments was made to the original version.

The Ministry of Foreign Affairs of Sri Lanka has unreservedly rejected the reference to a Tamil Genocide Remembrance Day by the Canadian Prime Minister Justin Trudeau on July 23.
A statement by the MFA has said, “Canada’s continued reference to a false, distorted narrative of the past conflict in Sri Lanka is aimed solely at achieving local vote-bank electoral gains, and is not conducive to broader goals of communal harmony.”
“Sri Lanka urges Canada and its leaders to support Sri Lanka in its efforts to ensure stability, progress, peace and reconciliation among all communities in all parts of Sri Lanka, as well as among communities of Sri Lankan heritage overseas,” it adds.
A Gazette notification has been issued announcing the appointment of a 3-member committee to call for and hold elections to the Football Federation of Sri Lanka.
Accordingly, the Gazette notification has been issued by Minister of Sport Roshan Ranasinghe.
As per the Gazette, Mr. A.G.C. Deshapriya will head the committee, while Ms. N.K. Kapurubandara has been appointed as the Secretary, and Mr. K.A.R.C. Kahandawala as Treasurer.
The Sports Minister has also outlined regulations to be adhered to under the National Sports Authority.
China’s top legislature voted to appoint Wang Yi as foreign minister and Pan Gongsheng as central bank governor, as it convened a session on Tuesday.
Qin Gang was removed from the post of foreign minister he concurrently held; Yi Gang was removed from the post of governor of the People’s Bank of China, according to a decision adopted at the fourth session of the Standing Committee of the 14th National People’s Congress (NPC).
President Xi Jinping signed a presidential order to effectuate the decision.
Zhao Leji, chairman of the NPC Standing Committee, presided over the session, which opened on Tuesday morning.
A draft amendment to the Criminal Law was reviewed at the session.
The amendment focuses on better implementing the Party Central Committee’s principles and policies regarding the fight against corruption and the protection of private enterprises in accordance with the law.
It refines stipulations concerning the crime of offering bribes as well as corruption conducted by private enterprise personnel.
On Tuesday afternoon, Zhao presided over a meeting of the Council of Chairpersons of the NPC Standing Committee before the closing meeting of the session.
The closing meeting, attended by 169 members of the NPC Standing Committee, approved the personnel appointments and removals.
