Unauthorized building on Thilakawardhana Land: Biyagama Chairman

The Chairman of the Biyagama Pradeshiya Sabha, Attorney-at-Law Lal Kumarapeli, told ‘Sri Lanka Mirror‘ that a building has been constructed on a plot of land at No. 39/4, Pasan Mawatha, Makola South, which is reportedly owned by the Thilakawardhana Group, without obtaining a permit from the local authority.However, he revealed that the Urban Development Authority has recommended that the Pradeshiya Sabha approve the relevant land subdivision.
He further stated that complaints had been received regarding the unauthorized construction and that the Pradeshiya Sabha was taking appropriate action in this regard.When asked whether approval could be granted for the construction and the land subdivision, the Chairman said that no decision had yet been taken on whether approval would be given, as certain issues remained unresolved. He noted that if those issues were addressed and the development complied with the law, approval would be granted; otherwise, it would be refused.
A written complaint reportedly submitted by a resident to the Sapugaskanda Police in connection with the matter has also been circulating on social media.Letter addressed to the Officer-in-Charge of Sapugaskanda Police Station (05 January 2026).
