Concerns raised over Rs. 3 billion HIQI digital health procurements

– The All Ceylon Medical Officers Association (ACMOA) has called for an investigation by the Investigation Division of the Health Ministry into four procurements carried out under the Health Information and Quality Improvement (HIQI) Project, implemented through the United Nations Office for Project Services, involving around Rs. 2.8–3.0 billion in grant funding.
The Association has raised concerns over the necessity of the procurements, alleging possible duplication of existing Ministry-owned digital health systems already in operation in major hospitals.Among the issues highlighted are the procurement of software systems that reportedly overlap with existing digital platforms, and a centralized medical imaging repository despite functioning open-source PACS systems in institutions such as CSTH Maharagama and the Kandy Teaching Hospital.
It also pointed to the alleged failure to obtain prior review or approval from the Ministry’s Digital Steering Committee, as well as potential disregard of concerns previously raised by the Committee on Public Accounts (COPA) regarding overlapping software procurements.The Association warned that continued development of parallel systems could fragment Sri Lanka’s digital health infrastructure, increase long-term maintenance costs, and delay the rollout of a unified National Electronic Health Record system.
It has urged the immediate suspension of the ongoing procurements pending investigation, an independent technical review with the Ministry of Digital Economy, interim oversight of the relevant unit, and disciplinary action if irregularities are found.The Association highlighted that public and donor funds must be used transparently, efficiently, and in line with the country’s long-term digital health strategy.
