Animal Welfare Act does not ban elephants in processions: AWC

– Claims that the proposed Animal Welfare Act would prohibit elephants from participating in cultural processions or completely ban the chaining of elephants are false, the Animal Welfare Coalition (AWC) said. The AWC said the proposed legislation is aimed at preventing cruelty to animals and strengthening legal protection, while rejecting claims that it would affect religious or cultural traditions involving elephants.Clarifying concerns over the use of chains, the coalition said the Act does not prohibit the restraint of elephants but seeks to prevent cruel practices, including the use of harmful chains or methods that cause injuries, excessive suffering or restrict an animal’s movement in an inhumane manner.
It said elephants are wild animals and public safety must be taken into consideration when they are used in public events. Any restrictions or restraints should be applied responsibly under veterinary supervision or by authorized officials to ensure the welfare of the animals.
The AWC further claimed that groups involved in illegal activities, including elephant trafficking, cattle theft, illegal meat trading and unauthorized dog breeding, are attempting to oppose the proposed legislation.According to the Coalition, such individuals are trying to create confusion by linking the Bill to religion and culture in an attempt to prevent its passage, as stronger animal welfare laws could bring an end to illegal and cruel practices.
The coalition said the Animal Welfare Bill is the result of years of advocacy and stressed that it is not an anti-religious or anti-cultural measure, but a move to introduce stronger protections for animals. The AWC also pointed out that the Bill has not yet become law. Although it has received Cabinet approval, been published in the Government Gazette and presented to Parliament, it must still be debated and passed before coming into effect. The organization urged the public to understand the actual provisions of the proposed legislation and avoid spreading misinformation, saying the Bill seeks to balance animal welfare, public safety and cultural practices.
