Court orders Rainbow agency owner to repay victims within a year

– The Gangodawila Magistrate has ordered the owner of Rainbow Manpower Foreign Employment Agency, accused of conducting a large-scale foreign employment scam by promising jobs in Romania, to repay the money owed to victims within one year.
The Sri Lanka Foreign Employment Bureau (SLBFE) said the case against Rainbow Foreign Employment Agency was taken up before the Nugegoda Chief Magistrate’s Court yesterday. Officers from the Criminal Investigation Department’s Financial Investigation Unit and the Sri Lanka Bureau of Foreign Employment’s Special Investigation Unit appeared on behalf of the complainants.They said the suspect has been in remand custody since October 31, 2025, for more than six months, and the matter was taken up again for hearing.
Counsel appearing for the suspect informed court that the accused possessed assets valued at over Rs. 100 million and said valuation reports would be submitted. The defense requested that the victims’ payments be settled within two years after the suspect was granted bail.However, Attorney Janaka Kariyawasam, Legal Officer representing the Foreign Employment Bureau’s Investigation Division, argued that more than three and a half years had already passed since the complainants had paid the money. He urged the court to ensure compensation was provided without further delay.
After considering submissions from both parties, the Magistrate ordered that the money owed to the complainants be repaid within one year and made it a condition of bail.The court also imposed four personal sureties of Rs. 5 million each along with a cash bail of Rs. 500,000.Further, the court ordered that the Rs. 50 million bail bonds be forfeited if the sureties fail to produce the suspect before court.The suspect and the sureties were also barred from travelling overseas, while the suspect’s passport was impounded. The court further warned that failure to repay the victims as directed would result in the cancellation of bail and the suspect being remanded in custody.
